Let me blow some of the dust off this blog and answer your question.
Basically a 3D Story Artist is a blend of a traditional story teller such as a Storyboard Artist without out the drawing most of the time but it's also a mix of 3D Layout which is setting camera placement and building the compositions as well as blocking out character/vehicle movements.
It's a pretty interesting job because your constantly trying to find the best camera/shot/composition that helps to tell the story in the most interesting way.
